- The administration of the state is carried out in the name of Governor.
- The Governor of the State is appointed by the President of India.
- A person must possess the following qualifications to be appointed as Governor. He shall be a citizen of India. He shall have 35 years of age. He shall not be a Member of Parliament or State Legislature and shall not hold any office of profit.
- The Governor holds in his office during the pleasure of the President of India.
- The Pay and Allowances of the Governor are determined by the Act of the Parliament.
- The Governor appoints- the chief Minister; Minister on the advice of the Chief Minister; the Vice-Chancellors of the Universities; Chairman and members of the State Public Service Commission; the Chief Secretary and Advocate General for the State.
- The Governor promulgates ordinances during the recess of the State Legislature.
- The Governor summons and prorogues the both houses of the State Legislature and dissolves the lower house of the State Legislature.
- Governor nominates 1/6 of the members to the State Legislative Council.
- Governor opens the first session after the general elections and the first session of the assembly every year.
- Governor nominates one Anglo-Indian member to the Legislative Assembly.
- Governor has the power to grant pardons, suspend or cancel the sentence of any convicted person.
- The financial powers of the Governor include causing the budget to be laid before the State Legislative Assembly, permitting the members to introduce money bills, maintaining the Contingency Fund etc.
- The discretionary powers of the Governor include- the selection of the Chief Minister; dissolution of the Legislative Assembly, dismissal of the Ministers, Advising the President to impose the President`s Rule etc.
- The State Legislature consist governor and both the Houses of the Legislature.
